Program Accountant

Full-Time 40Hrs.

JOB SUMMARY:

Under direct supervision, performs a variety of accounting tasks in the preparation and maintenance of customer accounts and financial records and assists the Homeless and Supportive Housing programs, Academies for Early Learning (AEL) and School Age divisions by providing support to the corresponding divisional Administrators and staff to ensure the programs’ successful recordkeeping and reporting.

ESSENTIAL JOB FUNCTIONS:

  • Regular attendance at Employer's place of business and/or during particular hours, as assigned, is an essential function of this position.  Employee must comply with and follow YWCA’s attendance policy at all times, unless a reasonable accommodation is requested and granted, as required by law. 

  • Assists in the preparation of the annual budget for programs and generating financial reports to monitor the performance of each program and/or grant at all times.

  • Becomes familiar with requirements of grants and contracts, as well as operating departments procedures and policies related to grants and contracts.

  • Ensure grant requirements and regulations for reimbursements are met.

  • Tracks expenses/purchases with grant funds are recorded and properly accounted for.

  • Authorize and processes scholarship for participants for all AELs in the membership system.

  • Assists Academies for Early Learning (AEL) and School Age (SA) programs in the administrative functions, including tasks such as, but not limited to, responding to inquiries regarding programs and services, enrolling children in care and general customer service.

  • Receives and submits all food orders for AELs to food vendors for delivery timely after review of the food inventory. Maintains record of food inventory and reconciles to physical inventory.  

  • Prepares and provides timely required documents and quotes for all programs purchases for administrators’ approval and according to the agency’s policies and procedures. 

  • Requests tags for new equipment purchases and reports transfer/disposal of tagged items.

  • Processes Fee Assistance Applications for Senior Programs Administrator approval.  Reviews and submits monthly billing to accounting.

  • Tracks, monitors and reports the usage and balances of funds for all grants, contracts and scholarship funds to divisional Administrators. 

  • Monitors financial customer accounts, associated processes, and performs audit procedures, tests, and reviews on a timely basis and as required.

  • Monitors daily CCS non-swipe report for each AEL and SA department and payments bi-weekly and informs center’s Director and/or Teacher/Clerk of discrepancies, to ensure each parent swipes for children attendance and absences daily.

  • Monitors Account Receivable and unlinked payment reports daily and makes sure payment has been receipted for each child in care. Reports account discrepancies to Administrators.

  • Reviews the USDA Meal Tracker to make sure each Director and/or Teacher/Clerk has uploaded meals daily and reports discrepancies to CFO and administrators. 

  • Records and reviews all observations, findings and recommendation in the Audit Database during the review and communicates results to the Administrators.

  • Follows-up on reported findings and assures corrections at appropriate intervals of time.

  • Learns all software utilized by the Agency especially VSI and Financial Edge and assists in training AEL and SA employees as needed.

  • Generate reports from systems not limited to VSI and Financial Edge to examine and evaluate data and inform users to make the necessary corrections to ensure system reliability and data integrity.

  • Interacts positively with parents, clients, staff and YWCA personnel and conducts self in professional manner at all times in all interactions.

  • Creates reports, spreadsheets, budgets and/or types correspondence as requested.

JOB QUALIFICATIONS:

  • Bachelor’s degree in accounting or related field.

  • One (1) to two (2) year experience in information systems, accounting, finance or related field.

  • Comprehensive knowledge of accounting theories and practices and accepted office procedures required.

  • Working knowledge of personal computer and excel, word, and access MS software applications required.

  • Ability to perform mathematical computations with reasonable speed and accuracy with and without mechanical assistance required.

  • Ability to prepare financial and other records of moderate complexity in a neat, legible manner required.

  • Ability to understand and follow complex verbal and written instructions and technical or legal terminology required.

  • Must be able to establish and maintain effective working relationships with coworkers.

  • Good telephone, writing, and conversational skills required.

  • Requires initiative, judgment, and the ability to work under pressure.

  • Access to a vehicle with required liability insurance and valid driver’s license.
